Can a Toronto homeowner pull their own HVAC duct permit or must a contractor do it?

In Ontario, homeowners can legally pull their own building permit for ductwork work on their own principal residence — but there are important limitations and practical realities that make this more complicated than it sounds.

The Ontario Building Code allows an owner-builder to apply for a permit and perform work on a home they own and occupy as their principal residence. Third, if your project triggers the make-up air requirement (total exhaust exceeding 75 litres per second, roughly 159 CFM), that system involves combustion safety interlocking and must be designed and installed by a qualified professional.

Most ductwork projects that require permits — new duct systems, major modifications, exhaust systems — involve enough complexity that the permit process is genuinely difficult to navigate without trade experience. The City of Toronto's mechanical inspectors are experienced and will catch undersized ducts, improper sealing, missing fire dampers at fire-rated assemblies, and code-non-compliant exhaust terminations. If you are doing a straightforward project like adding a branch run or relocating a register in an unfinished basement, the permit process is manageable. If you are installing a complete duct system for a new addition or finishing a basement with a new supply and return layout, the design and inspection requirements are substantial.

One more thing worth knowing: if you sell your home, unpermitted mechanical work is a disclosure issue and can complicate or kill a sale.
